Sarah S. Warren

Sarah works with landowners, developers, and various types of special districts on matters relating to infrastructure financing, land development and real property, public bidding and procurement, and open government.
Sarah received her law degree from Vanderbilt University Law School and holds degrees in English and Communications from Rollins College. Prior to joining the firm, she worked as Assistant General Counsel for the Florida Department of Economic Opportunity, practicing primarily in the areas of community planning and strategic business development. She also worked as a staff attorney for Mainline Information Systems, Inc.

Legal Experience
Represents landowners, developers, and special districts regarding short and long term infrastructure financing, operation, and maintenance through the establishment and utilization of special taxing districts, including community development districts and stewardship districts in connection with real property development.
Serves as general counsel for numerous special districts advising on matters relating to public finance and bond issuance, construction, public bidding and procurement, contracts, facility operation, open government, public records, and ethics.
Served as Associate General Counsel for the Florida Department of Economic Opportunity providing counsel to the Division of Strategic Business Development and the Division of Community Planning and Development. Sarah also provided counsel on procurement and public records matters.
