Lindsay C. Whelan

Lindsay counsels special districts, landowners, developers and other related parties on matters relating to special district governance, public financing, and land development.
In her free time, Lindsay enjoys spending time with her family, watching and attending Florida State athletics, and spending time outdoors.

Legal Experience
Represents special districts and other related parties in matters relating to government contracting, real property, public procurement and construction, open government and ethics, public finance, and land development.
Represents landowners and developers relative to special district establishment and governance, as well as performs due diligence activities for entities relative to their acquisition of property interests within special districts.
Represents clients in obtaining restaurant and alcoholic beverage licenses for golf, restaurant, and concession operations.
Assists clients in obtaining state grant monies from the Florida Sports Foundation and complying with ongoing reporting requirements relative to same.
Previously served as a Staff Attorney for the House of Representatives’ Regulatory Affairs Committee. In this role, Lindsay drafted proposed legislation and advised legislative members and Committee staff as to legal and policy considerations of proposed legislation. Lindsay has also previously worked for the Florida Senate and the Florida Department of Business and Professional Regulation.
