Katherine E. Ibarra
Katie has been a paralegal in Hopping Green & Sams’ Special Taxing District practice for many years. Her duties also include association management for the Florida Water Environment Association Utility Council.
Originally from Miami, Katie is a dual degree graduate of Florida State University with degrees in Political Science and Social Work. While attending FSU, Katie also obtained her certificate in paralegal studies from Florida International University. While with Hopping Green & Sams, she has also completed a Master’s in Public Administration from Florida Gulf Coast University. Katie is also very active in the Tallahassee community. She is currently Chair of Kids Voting Leon County which facilitates voter education and a real-life voting experience for students. She has also been involved in several firm philanthropic activities such as Team Captain for the Hopping Green & Sams Light the Night Walk Team and volunteering for the Hopping Green & Sams Habitat for Humanity Build. Outside of work, she dedicates her time to her husband and three children. They enjoy traveling, outdoor activities, Seminole football, and spending time with friends and family.

Provides paralegal support for special taxing districts, addressing among other issues, district establishment, boundary amendments, bond validation, bond issuance and financing, contracts, real property issues, procurement (and bid protests), Sunshine law and public records issues, and other local government issues.
Provides paralegal support representing special district issuers and bondholders in foreclosure and bankruptcy proceedings.
Association management experience including meeting preparation and coordination, member communications and website content management.
