Hopping Green & Sams works with Florida electric utilities, natural gas and oil companies, and renewable energy providers to obtain and comply with all federal, state, regional, and local permits and approvals necessary to construct, operate, and maintain energy facilities throughout the state.

Our experience also includes, when necessary, defending or challenging permitting decisions at all levels of Florida government in local, administrative, or court proceedings. Since our founding in 1979, we have assisted clients in navigating these complex regulatory processes. As a result, we have participated in shaping and implementing energy policies at all levels of Florida government.

Hopping Green & Sams has decades of experience working with clients in developing, constructing, operating, and maintaining energy infrastructure projects.

Beginning with the inception of a project, we work with clients in site and routing selection and the accompanying environmental due diligence required for such efforts. Our experience allows us to identify any potential issues early and assist clients in avoiding and solving problems before applications for approvals are ever filed.

Our experience includes obtaining necessary approvals for construction of energy facilities throughout the state and at all levels of government. This includes obtaining local government, regional, state, and federal approvals. In working with clients to obtain necessary approvals, we draw on our vast experience in other practice areas such as land use, air, water, solid and hazardous wastes, wetlands, and listed species, to build teams of lawyers with the specialized expertise necessary to navigate potential issues that may arise. Once constructed, we utilize the same experience to assist our clients in maintaining compliance with regulatory requirements and permit conditions or in enforcement defense when needed. Our key relationships with local government and agency personnel allow us to negotiate and work toward positive results for our clients.

By drawing on our experience, our goal is to help the client prepare a strategy that anticipates challenges from regulators or other potential opponents and gives the client the best chance for success. When necessary, we represent clients in formal administrative hearings, civil litigation, and appeals when a governmental entity or a dedicated opponent attempts to block a project. Our experience also includes agency rulemaking and legislative efforts when appropriate to meet the client’s goals.
