Local Air Program Delegation Not Renewed

Eight local governments currently have contracts with the Florida Department of Environmental Protection (DEP) to implement approved local air programs for ambient air quality monitoring and to act as lead for air compliance and enforcement activities in their counties. Six of these local programs additionally are delegated air permitting authority for most types of air pollution sources.  The City of Jacksonville’s Environmental Quality Division is currently under contract with DEP as an approved local air program with permitting authority; the contract expires on June 30, 2013.   The Inspector General recently conducted audits of DEP’s air operating agreements with the local governments relative to Title V major sources. As a result of the Inspector General’s audit, DEP has notified interested parties that, when the City’s contract with DEP expires, as of July 1, DEP will assume authority over permitting and compliance monitoring of Title V sources located in Jacksonville, Florida, through its Northeast District Office in Jacksonville.
