On May 28, 2014, the City Commission of Davenport adopted Ordinance No. 761 establishing the Highland Meadows II Community Development District (District) as petitioned by Highland Meadows, LLC, and represented by Hopping Green & Sams (HGS) attorneys, Roy Van Wyk and Sarah Warren. The District initially contained approximately 170 acres and is located entirely within the City of Davenport, north of Patterson Road and west of Highway 17. On July 27, 2015, the City Commission passed Ordinance No. 773 amending the boundaries to include an additional 19.6 acres as petitioned by the District, for a total of 189.5 acres. On July 31, 2014, the District received a Final Judgment from the Tenth Judicial Circuit Court of Florida validating its Special Assessment Bonds in an amount not to exceed $25,000,000, with the assistance of Roy Van Wyk and Sarah Warren. On October 30, 2014, the District issued two series of Special Assessment Bonds: Series 2014 Assessment Area One Project for $1,860,000 and Series 2014 Assessment Area Two Project for $1,575,000 to finance the construction and acquisition costs of public infrastructure improvements.
