EPA Proposes Full Approval of Florida Regional Haze SIP

The U.S. Environmental Protection Agency (EPA) has published a notice proposing full approval of Florida’s Regional Haze State Implementation Plan (SIP).  77 Fed. Reg. 73,369 (December 10, 2012).  As previously reported, EPA published a notice granting full approval of a portion of Florida’s Regional Haze SIP on November 29, 2012, and this proposal includes all other elements not previously addressed.  77 Fed. Reg. 71,111 (Nov. 29, 2012).  Among other things, EPA’s proposal includes approval of a number of Best Available Retrofit Technology and Reasonable Progress determinations for electric utilities around the state.  The specific units covered by EPA’s proposed approval are listed in the notice.   The deadline to comment on EPA’s proposal is January 9, 2013.
