On November 17, 2015, the Governor and Cabinet sitting as the Florida Land and Water Adjudicatory Commission issued an order in the administrative appeal of Putnam County Environmental Council, Inc. v. St. Johns River Water Management District, FLWAC Case No. WMD-09-005. The Putnam County Environmental Council, Inc. (PCEC) had appealed the Fourth Addendum to the St. Johns River Water Management District’s Water Supply Plan 2005 on the basis that the Fourth Addendum improperly listed surface water sources as alternative water supplies. FLWAC denied PCEC’s requested relief and upheld the Fourth Addendum as consistent with the policies and provisions of chapter 373, Florida Statutes. On behalf of the Florida Water Environment Association Utility Council, Hopping Green & Sams (HGS) attorneys Eric Olsen and Erin Tilton filed an amicus curiae brief in support of the District, and offered comments to the Cabinet Aides and to the Governor and Cabinet.
