Doug has over twenty four years experience involving a state-wide practice in State and Federal Environmental and Administrative Law in Florida. In recent years, his practice has focused on the siting and licensing of complex energy facilities, including new and modified electrical power plants and electrical transmission lines. These electrical power plants have utilized a range of fuels, including natural gas, coal, nuclear fuel, biomass and solar energy.

  • Represents clients before local, state and regional government officials, agencies, courts and elected bodies, including county commissions and the Governor and Cabinet, on a variety of environmental and land use approvals and permits.
  • Advises clients on the siting and licensing of complex energy facilities, including electrical power plants, transmission lines, and pipelines.
  • Experience in Florida Public Service Commission reviews of proposed new electrical generation facilities as part of need determination proceedings.
